Cutoffs are only the qualifying scores which are prepared considering a number of factors like how many candidates have registered or appeared for the entrance exam, difficulty level of the exam, number of seats etc. Moreover last year cutoff is just an idea, it might be 10 to 15 % up or down. 

You should try solving previous year papers, clear your basics and improve your speed. You must also follow a proper study schedule/ timetable to successfully clear the exam.
