You don need to repeat 11 ,you only need to repeat 12 and yes in JEE mains 3 attempts are allowed so if you attempt first time in when you are in 12th then for nest two consecutive years you are eligible to give JEE mains.

So to cut long answer short you are eligible to write JEE mains.
