As you have already filled your NEET UG 2019 form as a candidate having domicile if Bihar, you can not participate in West Bengal State Counselling legally.

It is because the domicile states the home state of the candidate which can not be more than one for anyone. Therefore , holding more than one domicile is against the law.

If you are caught , you may face legal steps taken against you ,so please don't go for it .
