If you do manage to get hold of the Proforma a2 domicile of West Bengal signed, then you can assuringly get admission through West Bengal State Quota but you need to make sure that in the domicile certificate, the address you mention must be that of West Bengal.
If you do put address of Bihar, chances are high that it might get rejected.

This year, following complaints of massive misuse of Domicile Certificates from students of outside states in the previous years, the West Bengal CM has publicly announced 5 days ago that Domicile rules for candidates staying in outside states will be strongly regulated. So if in your NEET application form, you have mentioned Domicile as Bihar, you can be 99% sure that your application in WB will be rejected.Sorry but no point in giving you false hopes.
