You have not mentioned your category so I will assume it to be UR.  Based on the cut off marks officials declare the Haryana NEET 2019 Merit List. The contenders shortlisted in the Haryana MBBS/ BDS Merit List 2019 only eligible to appear for the counseling. You may get called for counselling in BPS Government Medical College

Sonepat Kalpana Chawla Govt. Medical College

Karnal SHKM GMC, Nalhar, Mewat, Haryana

 ESIC Medical College, Faridabad etc

            See mentioning a college is always difficult until the final cutoff is announced but with a score of 623 and rank 3584 yes you may certainly into some goof government colleges for MBBS under state or All India quota.

I would suggest you to apply for the counseling process as soon as the dates are announced. Also apply via the state quota as you would get better college via state preference.
