I would like to inform you that NIT Rourkela is among the top 5 NITs according to MHRD rankings. So, its cutoff is very high every year. Since, you have mentioned your percentile, I assume that this is your category rank. Hence, with this rank its difficult to get a seat in NIT Rourkela even with the state quota. Is the rank you mentioned open rank,or sc category rank?Considering it as open rank you have a fair chance of getting seat there.Also mention the state you belong to in the comments.I will modify the answer.You can find the cutoffs to NIT Rourkela for the past few years in the below attatched link.
