YES,these vacant seats are transferred to the Respective States and you can opt for them through your State Quota during your State counselling. All the fee details will be as per the AIQ only.

we have to wait for the results of allotment after 2nd round so tha Any SC/ST seats are vacant or not , if still vacant they are transferred to State quota. (mostly any category can opt for those, as they haven't mentioned in particular)

For getting seat through managament , all you need to get the qualified mark (however you are paying for it right, even the high number ranks also are called)
