To be clear, IIITs are mostly run on Public-Private partnerships and thus all of the MHRD orders are not directly applicable on IIITs. Thus IIITL does not provide any fee waiver to any category student let alone 100%. You can still apply for state-funded scholarships as well as easy student loans under Vidya Laxmi Scheme of the central govt.

Answering your second query, IIIT L IT closed around 6800 SC rank for IT. As observing the first round closing ranks for IT and CSE which were in 3000s, You can expect a seat in 4th to 7th round especially in later rounds when there is a spike in closing ranks. Your case would still be considered borderline as the awareness among students about IIITL has increased which has resulted in more number of students going for it.
