Considering that your brother's score in NEET is 147 and his All India rank is 6.5 Lakhs, he does not seem to have any chance for admision in any government medical colleges under the State quota or the All India quota if he belongs to the general category. Even if he belongs to any reserved category, considering the rank there are not much chances for admission in government medical colleges.
