Yes it is eligible for DU Admission. 

If you are applying under a certain quota, for example, Low-income quota then income certificate is required. Or sometimes the course you are applying for is very costly, in that case also income certificate is required so that they know that you have the resources to pay the fees. 

The provisional certificate also depends on the category or quota. State quota admissions requires the certificate to know that you belong to the state
