The rank that you have achieved  i.e. 24k is not good enough to get admission in CSE in NIET with Fee Waiver seat, since the previous year's cutoff for FW in CSE was 7267-15142. However, if you want only CSE seat without FW, you can get it since previous year's scenario was 34544-55469 for OBC category.

For ECE, the previous year cutoff for FW was 16419-34413 , thus your rank is sufficient to get admission in ECE at NIET in Fee Waiver category.
