Yes, You can register but you have to qualify the eligibility criteria of that college according to their norms. Every college offers some seats for non-state students. 25% seats are allocated for other state students through NEET 2019.

As a candidate you can go and take admission in any of the colleges in any state you want to go for.
Yes, surely you can register for private colleges in other state. No matter from which state you belong from.
