Can student from bihar domicile could apply for private colleges in other state or other quota seats government ?

Dear Abhishek, only Karnataka is an Open State which means you having a domicile of Bihar can apply only for Bihar and Karnataka State Counselling. Rest States, you cannot. And regarding applying for other States' Government Medical Colleges, you can apply only through 15% All India Counselling and not through State Counsellings.
