Yes, you can appear for TS ICET again. As long as you have a Bachelors degree which is recognized (of minimum three years duration) with at least 50% marks and Mathematics at 10+2 level you are eligible to apply. In case of reserved category, the minimum marks required in graduation is 45 %. 

Submit a fresh application before 30th April to avoid late fee. Good luck!
