There is no difference for counselling process for girls/boys and Non UP people or UP People. 

Non UP People just have to bring the domicile certificate of their state.

Anyways, the procedure starts with the seat locking procedure online followed by submission of draft in local area college which is made a counselling center. Rest procedure is then told by the college itself if your seat allotment gets confirmed.
