The first round of the counseling is done before the second round of the counseling. So if you do not report for the first round of the counseling but you have registered in the counseling you will be able to participate in the next rounds of the counseling. And if you have participated in the first round of the counseling you will be up to you if you want to or don't want to attend the next rounds.
