Your IPU CET rank 4181 is not bad but due to your domicile the admission in IPU for BCA might be a bit difficult.

For the first round there is chance for you to get admission in DIET, Karkardooma

But you can still continue for next two rounds of counseling to get a better college such as

• Chander Prabhu Jain College of Higher Studies
  
• Fairfield Institute of Managment and Technology
• KCC Institute
• United College of Education

So don't worry there are many colleges in which you can get admission
