Yes , of course Non -locals can apply for tamil nadu medical college through ALL INDIA 15% quota. Anyone can apply in apply in any state through this. For all india quota , the cutoff for last year was 453 for Government Medical College, Triunelveli. Only this college has this much cutoff , rest all the colleges have 500+ cutoffs.

Yes, there is management quota in tamil nadu , but this quota also has very high cutoffs approx 500+ for all the colleges. Last year the cutoff was 509 for Srinivasan Medical college.
