There is this YT video in that the person is saying that we can get mbbs seat in govt medical college even if we score around 130-250 marks in neet during counseling if we go till mopup round, he said that such admissions take place offline, I don't believe in this but is this true?!

See there can be some exceptions but in general this kind of things don't occur a lot. Many students who are scoring 350-450 are there as its the marks range where the density of the students are the highest. So I would say don't concentrate on such things, it can be true but it would be exception. So try to score as much as you can in order to have the best shot for MBBS.
