All India Quota seats (15%) are only in Government colleges. The private colleges have state quota seats, Management quota seats & NRI Seats. The other state students can apply for the private colleges Management quota seats also along with Deemed Universities and 15% quota seats in all over India Government colleges.

The admission criteria also varies state to state in private colleges also.
