you can apply to colleges before and after the result it majorly depends on the institute you are applying .Say suppose you Want to K J somaiya institute of management studies then you need to stay updated with their website . last year they kept last date for registartion 3-4 days before the result dates. so you have to first need to calculate how many marks your getting by checking the Answer keys. last year they published answers keys of both the session. there are many colleges to whih you can apply through CMAT . there are various diffrent criteria for various diffrent collges as such so you have to stay connected with the official college website.
