After Diploma in Civil Engineering from India you can continue to Bachelors degree in Civil Engineering by going for B.Tech in civil engineering.
But in my option you should do bachelor's from India only and then for master you can move aboard because going abroad for Masters is a better and fruitful option.
If one wants to do masters abroad then usually universities require a 4 year undergrad degree in relevant stream.
