Hello .

According to the notification one have to clear each and every subject to clear jee advance . If you cannot make it out in one subject even in one of the two papers you are disqualified from jee advance . Infact this is the case what make JEE ADVANCE one of the most toughest exams in the world and getting into IIT remained as a dream to most of aspirants .

If you can't clear the sectional cutoff in any of the three subjects,  you will not be eligible for counselling because without clearing the sectional cutoff in all the three subject,  you can't clear JEE advanced.

hi himanshu.hope you are doing well. if cutoff of one of the subject is not cleared in jee advanced then it means that he/she has not qualified the exam.so he/she is not eligible for the counselling. they can apply for counselling but wont be able to apply for any iits.they can try joining nits through jee counselling.
