u have passed ur 11th and 12th from a recognised school of the state

U have domicile certificate ( residency proof ) of the state .

i have seen many students who have the state qouta of more than 1 state . Because they purposely do 11th and 12th from a different state . Therefore , they are eligible for state qouta of 2 states , one state of which they have residency proof and other state of which they have 11th and 12th marksheet .

if it is a high cut off state like delhi , then u are making the competition worse for a candidate who has not played this mind game and is eligible for state qouta of only one state , since he now will also have to compete against students who are not residents of delhi and if he/ she is at the border line marks then he/ she is standing empty handed in both aiq and state qouta whereas u are at safe side coz u know that any time u can apply for the state qouta counselling of ur residency state.
