Other Backward Class  (OBC) is a collective term used by the Government of India to classify castes which are educationally or socially disadvantaged. It is one of several official classifications of the population of India, along with Scheduled Castes and Scheduled Tribes (SCs and STs).

The quota for OBCs is 27% in government jobs and higher educational institutions. However,  Only those from OBC who comes under Non-Creamy Layer would get OBC reservation.

Now let me give you the concept of Creamy Layer and Non Creamy layer of OBC ;

Creamy layer is a term used to refer to some members of a backward class who are highly advanced socially as well as economically

OBC Creamy layer  refers to the people whose annual income is above 8 lakh rupees per annum.

And Non Creamy layer of OBC are those people whose annual Income is less than 8 lakhs per annum .
