This completely depends on how many seats are left after the first and second rounds of counselling. Usually very less number of seats are left during mop up round so the cutoff doesnt get very low as compared to the cutoff for 1st round. To give you an approximation it can get reduced to 500 or 490 although 490 is very unlikely.
