This is a very common term used for eligibility criteria citations. Let me solve your doubts with an example. If the eligibility for admission to a course or entrance exam is to clear "12th or any equivalent exam from any recognized board in India", it means that to be eligible, a candidate must have passed the regular 12th standard or done any other two-year course after 10th standard, like a two-year diploma. Also, this diploma or 12th standard should be done through an education board which is registered with the government of India, like CBSE, ISCE, etc.
