Scholarship based on 12th percentage is the scholarship that Colleges/Universities give on the basis of the marks you achieved in your class 12th boards. If you are asking for scholarship program of Poornima University then in it the Scholarship will be provided on tuition fee of course. For UG courses, scholarship will be given on the basis of your 12th percentage, for B.Tech course scholarship will be given on PCM Percentage and for B.Arch course scholarship will be given on NATA Score. For PG courses, scholarship will be given on the basis of your Graduation percentage. Hope this might help you.
