The revised eligibility criteria will allow students who have completed their HSC or +2 from outside the state to also participate in the counselling.


So, you don't necessarily have to be a student of Maharashtra in order to avail domicile.

I have completed my class 10 from Delhi but class 11 and 12 from Maharashtra and belong to Maharashtra domicile so I am eligible for Maharashtra State quto in meet 2020.
