You have scored good in neet 2019,but with this marks you can't have a government mbbs seat in Central educational universities through all India quota reservation. 

Because there are only few colleges that would participate in ews category reservation. 

And in this case your chances will be less. But you should atleast try for the counselling. Cutoff can increase or decrease too.

UCMS
VMMC
Medical College of RML Hospital
IMS, Varanasi

With such limited seats, cut offs are bound to be higher. In such case, 484 is too less a score for a seat. Having said that, cut offs change every year and are dependant on various factors like no.of seats available, no.of candidates appearing for the exam, top NEET score and difficulty of the exam.
