I think yes because i know one guy who use to live in Nigeria but a native from Uttar Pradesh.

He was paying 5.5 Lakh per annum (at that time) for Group A branch. I think for the fees reduction you will have to complete your 12th from India. I will get in touch with that guy and will try to provide you more details.
