To get a rank of around 10000 in JEE Mains, you must score more than 175 marks in the JEE Mains paper 1 out of 300. In terms of percentile, your percentile score must be above 99.00 to have a rank of around 10000.
This year, due to the current pandemic, JEE Mains session 2 was postponed a lot and finally it will be conducted from September 1 st to 6th September, 2020.

Along with your JEE Mains 2020 admit card, you need to carry a passport size photograph of you and a valid government identity proof.

For getting rank under 10k you must get atleast 170 - 190 score. Well it's hard to predict what will get you your desired rank because as you said competition increases every year however scoring 170 would be a safer bet According to me. Having rank under 10k means that your percentile is around 99+ so having rank between 170-190 can fetch you this percentile looking previous year result.
