Last year i.e in 2018 the lowest marks that fetched a seat in a government medical college under state quota in UP for sc category was 372 marks and it was for Government Medical College, Jalaun. But in neet 2019 ; the cut off was a little bit higher as compared to 2018 , but unluckily we don't have 2019 data at this moment. Also neet cut off marks for a seat in medical college keeps varying every year depending upon various factors like number of students that appeared in the exam, kind of marks scored by students, toughness level of exam etc. So , you need to target at least 500 marks or more to be on safer side and to get a good college , as higher is your marks, better is the college you get.
