Yes the seats are reserved by the various government colleges which participate in the josaa counselling for the girl candidates. Josaa itself do not reserve the seats but instead the colleges participating reserves the seat as stated somewhere in the rulebook.

Majority of the colleges provides the girl reservation quota so that equal opportunity are provided to the students . So, you can see the list of many colleges where you can see  the girl reservation quota and seats are alloted during the counselling according to it only.
