Gap certificateorGapAffidavit is a declaration by you on a non-judicial stamp paper which gives the reason for takinggap in your academics and declaration that you did not take admission to any other universities or college during thatgap year. You can easily get the stampcertificatesfrom any notary.
IPU will ask for the photocopy of gap year certificate during  the time of admission/councelling, make sure to get the certificate on their prescribed format only.
