See Open quota is for those candidates who belongs to any category other than the reserved categories like General category or creamy layer of OBC category and likewise but other quota is different and it has different meanings like it can also meant to be other state quota or it can be the quota of some specific categories at state level of NEET UG counselling. Whatever be the meaning of Other quota, it must have been specified in the counselling brochure of respective counselling authority, so you can get exact information from that brochure.
