Hello aspirant,
From the infrastructure side, Dayananda Sagar college of Engineering is much better. It even has medical facilities, girls hostel, wifi facility and gym and it even charges less fees. However, it is completely autonomous as it is under  Visvesvaraya Technological University, Belagavi whereas Ms Ramiah is affiliated to Bangalore University, Bangalore . Both have similar placements. Thus, Dayananda Sagar will be a better choice.
