Hello,
Free seat doesn't not depend on the course in which you are taking admission. Free seat is given for meritorious students who secured rank below 10,000 in EAMCET regardless of his/her category and the course he/she is taking admission. As you have a rank above 10,000 you are not eligible to get free seat. You need secured rank in between 1-10,000 to get free seat in any course through EAMCET.
