Basically any county is best for pg if you are hard working.
If I anticipate that you are talking about PG after MBBS specifically then USA is the most obvious option for your purpose. USMLE(united States medical licensing exam) is the route the go by.
But PG after MBBS in India is a better option seemingly because of the affordable cost.
PG in any other courses are good in India given that the scope is vast. If you find that the course you want to pursue PG in, doesn't have much scope in India then research about the scope in other countries and act accordingly.
