There are many quota and reservations in India. You want to compare all india quota to esi quota. Thats a bit absurd but I still think that you are comparing esi medical colleges with general medical colleges.

It's very obvious to say that an all india quota seat is always better than a esi quota seat. There are a few reasons to it.

The students there in esi colleges entered college facing less competition and hence their learning and competitive spirit is lower than general students which make it obvious general students will fight harder to make better doctors.
