Hey!

Te KCET counselling has a second round so that if some seats are not occupied or someone left their seat for whatever reason so, that leaves the college with empty seats for which the second round is conducted. They don't interview you or anything you just need to bring all the documentation and select a branch in a college which is available to you. Hope this helps.
