As per 2018 cutoff for bcom Hons  in IPU for general category

Min(34) - max (4526) 

In 2017 

Min rank (18) - rank (3256)

So with the above data we can conclude that there are very less chances ,though cutoff changes every year now it all depends upon your luck

IPUCET exam conducted by GGSIPU has 85% Quota reserved for Delhi students, according to last year cutoff results Outside delhi students needed areound 3000 rank to secure a seat in IPU colleges so it might be difficult for you to get a seat in IPU colleges

But you might get empty seat in spot round which is conducted after the third round is over.
