Dear Shivali, irrespective of the Status of the Article 370 in Jammu amd Kashmir, it is the State's decision whether to participate in All India Counselling or not. States like Telangana and Andhra Pradesh do not have Article 370 imposed on them. Yet until last year both States declined to contribute to the State Quota. In the future, if Jammu and Kashmir decided against contributing to the Central Pool, it can continue to do so in all its authority. Article 370 doesnt affect this decision.
