The maximum marks in the paper has been decreased so the cut off will be lower than before.

The postponement of the exam has no relation with the cut offs. But yes, if the Candidates really put up a good score in the exams and the no.of available seats are lesser than the no. of Candidates qualified, than the cut offs increase but the cut-offs will decrease if the no.of seats available are higher and vice versa.
