Yes, and no.

Delhi University, for most colleges and courses, takes in students through merit, based on class 12th marks.
This is true for most conventional arts, science and commerce colleges.

However, there are a few entrance exams held for a few selected courses such as Business Management (Joint Admission Test, to get into colleges like Shaheed Sukhdev College of Business Studies, Guru Gobind Singh college of commerce, etc) and journalism/mass media. So, yes entrance tests are held, but for very few courses.
