is there second time verification of certificates in TS eamcet 2nd counseling

I think you will get chemical ,civil,production ,metallurgy ,power etc .You also have chances in instrumentation and electronics as well. Getting mechanical , electrical , IT will be little bit tough.

I would like to inform you that as per the previous years cutoff, that is of the year 2018 and 2017 , cutoffs for mechanical and electrical engineering was around 7000 at the end of 3rd round for Jadavpur University. So, with a rank of 11,855 chances seem to be a little less.
