College of engineering Pune,is on of the elite institution of the country and is funded by the government of Maharashtra.It takes admission on the basis o mhtcet score.And 15% of seats are available for all India Quota so there is no such called management quota and you need to have atleast 15k rank in JEE mains to get through all India Quota in Coep ,Pune.

Assuming that you belong to the general category, I am sorry to let you know that there isn't a very good chance of you getting an admission in College of Engineering, Pune. However, there are other colleges that will provide you a seat for your rank.

Yes ofcourse you can take admission in COEP(college of engineering Pune) after completing your diploma ,though the admission procedure is little bit different but here we are providing all the complete information regarding admission in btech as a lateral entry after completing diploma

Candidate must have completed diploma course in engineering and technology in a relevant stream with minimum (45%)marks and (40% in case of backward category and person with disability belonging to Maharashtra state only) from all India council for technical education of central or state government approved institute or equivalent

The applications started for B.tech from 1march 2019 and has already ended now. Last date was 22 march 2019. But don't loose hope try for other good colleges and do your best. There are ample of good colleges available. So don't worry.

According to 2018 cutoffs, the closing rank of Computer engineering at COEP, Pune for OBC candidates was 623 and the cutoffs marks were 166. Please note that cutoffs can vary from year to year based on several factors like number of students appearing for the examination, number of seats available, difficulty level of the paper etc.

So you want a seat in College of Engineering, Pune or PICT,Pune but to be honest even with Scheduled caste category your percentile is very low and it may not be enough to get admission in these premiere institutions. If you really want to study in these institutions, it is my advice to you to study and work harder for next year's MHT CET if possible. You may refer to these links for further informatin:

Congratulations on securing 96.33%ile in MHTCET & 84% in boards.
This is the first time that MHTCET is declaring results on the basis of Percentile. Until previous year the cutoffs of the colleges were on the basis of the marks.
Based on your marks which you might have already calculated using the answer key released earlier, and with the help of the previous cutoffs you will get an idea whether you can get admission to any of the branches in COEP.

Make sure you look for proper cutoffs according to Quota (General-G, Ladies-L, State-S, TFWS, etc), category (Open, OBC, SC, ST, etc) and also based on home or other universities.
So, as you belong to open category and if your home university is Pune then you have to look for GOPENH (here G stands for general quota) and likewise, GOPENO if you belong to any university other than Pune.
My advice will be to look for Ladies quota cutoffs as they are slightly lower as compared to general quota.
