You will be glad to know that students having btech biotechnology is eligible for Mtech biomedical engineering. There are lots of colleges which allows students to opt Mtech in this field. You can further pursue career in healthcare, medical device development , research and so on.

my home state is Uttarakhand and enjoy my rank was 4 lakh 60 thousand so do you think it is possible to get admission in chemical engineering or biotechnology general

I am not clear if you've told that you belong to general category, if that's the case then with your rank you mentioned it is quite unlikely to be admitted in top institutions like an Nit or IIT in the course of biotechnology and chemical engineering you might have a chance in less competitive institutions or private colleges in slightly lower cut offs also you have options like state level university.

If that's not the case and you do not belong to general category, then you have a better chance to get admission in the courses of chemical engineering or biotechnology especially in Nit's or other state engineering college Where Cutoff are less for reserve categories.

Is rvce better than JSS for biotechnology if i want to do my masters abroad and im not looking for placements immediately
