If you belong from Uttar Pradesh then cutoff is a little high (94–96 percentile) but if you belong any state other than Uttar Pradesh then 85 percentile would be sufficient to fetch you a seat in MMMUT. If you want to secure your preferred branch then you have to aim for at least 90 percentile for the Other States and 96 percentile for Home State. With reference to your above mentioned query, I would like to tell you that, I think, you won't be able to do PG diploma in Electrical Engineering as of now since you have not been graduated from any Electrical Engineering degree. Since you have done Btech in Mechanical Engineering so, I think that you have chances to do PG diploma in Mechanical Engineering and not PG Diploma in Electrical Engineering.

Yes you are eligible for Indian Foreign Services examination, this is because the most basic eligibility criteria is to complete your graduation in any of the specialisations from a recognised University. PGCET ranks are relative rankings, that means it relies on the top score I mean the highest score achieved in the examination and the 100% score is not the judging criteria. That means if a candidate has 90 marks, which is the highest for that examination will be given rank 1 and candidate with 89 will be rank 2 and if there are 3 candidates with marks 88 then tie breaker is applied:
The total aggregate marks in the qualifying examination of the candidate will be marked. The higher qualifying marks will gain higher merit. With reference to your above mentioned query, I would like to tell you that yes, you can do and Pursue Mtech in Aerospace Engineering with and with out GATE Examination. I will tell you both the processes.
First, if you will qualify for gate examination with the Electrical Engineering as your course and if you wish to change this to Aerospace Engineering then you can easily do the course. You can easily choose your different branch for GATE. But you have to keep one thing in mind is that Though the students can switch their streams in GATE , whether they will be eligible for the admission in the changed stream in an institute or not is at the sole discretion of the institute.
Secondly, if you don't get qualified for your GATE Examination then you can still get Mtech in Aerospace Engineering. GATE is not necessarily required for MTech admissions in India. If you don't have GATE scores, you can aim to apply for MTech courses in private academic institutions in the country or seek study abroad opportunities as well.
But in order to get eligible for Mtech courses like Mtech in Aerospace engineering in government institutes, the eligibility criteria for same is described as below :
Candidates need to qualify their Bachelors degree in B. Tech/ B.E. in Aerospace Engineering with minimum 60% marks for general category and 55% marks for the reserved category . Also, aspirants need to appear and qualify GATE in order to get admission into premier institutes like IITs.

It depends on two factors.
Firstly, College fixes a threshold CGPA or percentage. Your CGPA have to be higher than the one set by the college.
Secondly, it depends on the nunber of seats college have that in particular branch.
For e.g.If minimum thresold cutoff is 8 CGPA and you secured exactly 8 then you are eligible to change the branch but if a college have suppose 80 seats in CSE and 72 get into admission in 1st year..imagine people like you who have in their mind to change the branch in second year also filled the form and lets suppose 16 people also filled the form and 8 of them secured pointer greater than 8,then definitely they getting the seat in CSE and not you.I hope you understand what i mean.
