Hope you are doing well ! Kalinga university ,however a good university provide ba,bsc and other courses but this university does not provide any distance electrical diploma course ,you may try it from other universities .But you ask me then i will suggest you to go for a full time course , distance course of electrical diploma do not mean nothing. I don't think it will help you anyhow in your career , develop some skills inside you ,spend money on yourself to develop skills rather than taking the degrees ,many examples are there who didn't went even college but now they are millionaire ,bill gates who was a poor student in school time ,now many toppers work under hi. .
So develop skills .

The college campus is one of the most beautiful Campus of Assam. The campus is well equipped with advanced infrastructural facilities , with a gigantesque Central library offering free access to resources around the world. The whole campus is wifi enabled , the classrooms have smart boards and are well maintained. Hostel rooms are also well Maintained., the food of the mess is also satisfactory.
College campus is very friendly, and one would find himself surrounded by positive vibes with students participating and organising variety of events.
Placement scenario is overall average because of various factors like its situated at rural area, connectivity issue between Guwahati and tezpur and most importantly weak placement cell. But, they try their best and it has future scope of growth if they improve their placement cell. In 2020 batch 30-35% students got placement with highest package of 10 lpa and average package was 3 lpa.
For EE student you can sit in software companies as they bring very few core companies. Some companies visiting are:

Civil in iiiest shibpur is going to be a better choice as iiest has its own brand value while other institutes you have mentioned are nits but they are somewhat lower nits and do not have the same status that the other older nits carry on the other hand iiest shibpur s quite old and attracts brilliant minds from all over india also civil is not a very bad branch as people often think it to be so there no problem taking that also option of branch change is always there at your disposal

To change your Branch the cutoffs differ from college to college. You must check the previous year cutoffs of your college in order to get some concrete idea about it. But to be eligible to change your Branch you must score a minimum of 8.5 cgpa in any college.

The answer to this depends on your interests. For most part ECE and EIE subjects, both cross paths at different periods of your graduation, but key difference is the core part where basically everything changes.
Study point of view :
ECE :
Core parts deals with Communication (Satellites/Telecom/Analog/Digital etc)
EIE :
Deals with more of Instumentation (Sensor Design/Metrics etc)
Job Perspective :
ECE and EIE are both great if you are preparing for R & D work and want to take on with Masters on specific parts of the core subjects. Companies like Texas Instruments, Qualcomm, Intel, Bosch do hire a decent amount of graduates and post graduates from both branches of Electronics. If you are planning for a Software Job, don’t plan of doing both. Go with CS or IT.
